Introduction
Public bureaucracy is the executive arm of government. It is a means through which government policies and programs are implemented and public services are delivered. As such, bureaucracy is the locus of government action and the key institution of governance and administration. It is extremely functional to system maintenance and regime enhancement, and its military-security functions are fundamental for maintaining order and stability (Farazmand 2009).
