Definition

Electoral governance refers to the set of institutions and activities that determine and regulate the rules, management, and adjudication of electoral processes.

Introduction

Elections are common phenomena in many countries, but electoral governance is not so widely understood. The meaning of electoral governance is often equated with electoral administration (Torres and Diaz 2014). However, this process entails more than what is commonly known as election administration. The core functions of election administration, for example, are (a) determining who is eligible to vote, (b) receiving and validating the nominations of electoral participants (for elections, political parties and/or candidates), (c) conducting polling, (d) counting the votes cast so that the election result reflects the will of the voters, (e) tabulating the votes in accordance with the electoral system so that the winners...
