Definition

An accountable public procurement function “encompasses the idea of conducting public procurement in a manner that can be traced and defended, is transparent and consistent, satisfies and manages stakeholders’ expectations, is fair and equitable, and follows ethical norms set within organizational and societal contexts in order to maximize the benefit obtained from spending public funds” (Diggs and Roman 2012, p. 298).
