The Japanese local finance system is designed to establish guarantees and equalization for local governments.
Introduction
One of the objectives of this paper is to explore the local finance system in Japan. The Local Autonomy Law prescribes that each local government shall perform inherent community affairs, while it will also enable to provide different services developed by its own or those approved of by cabinet order or other laws. The area of local governments’ activities is extensive and they have played a significant role in civil service. Therefore, Japanese local expenditure has been basically larger than that of the central government since FY 1953. Such significant functions by the local governments are supported by their finance system.
