Senior Managers in National Strategic Planning and Management

Abstract

This chapter examines the role of senior public managers in strategic planning and management in national governments. Not all leadership on strategic matters can come from political officials and processes; senior public officials must play roles, too. This chapter discusses uses of strategic planning and management at whole-of-government, ministry, and subministry (program) levels in national governments. It argues that the context of national governments leads to distributed strategic leadership by senior managers and appointees for these efforts. This chapter also discusses factors associated with the use of strategic planning and management in national government and concludes with competencies and skills for senior managers in strategic planning and management.
