Definition
Behavioral Health Rehabilitation Services (BHRS) is a term used for a specific application of a Medicaid-funded interdisciplinary approach for a child or adolescent diagnosed with a serious emotional or behavioral disorder. The type of approach is sometimes referred to as a “wraparound approach.”
Several states, and primarily Pennsylvania, support the provision of Behavioral Health Rehabilitation Services when a licensed psychologist has deemed the service medically necessary as part of a Medicaid-funded Early and Periodic Screening, Diagnosis and Treatment (EPSDT) service. “The Early and Periodic Screening, Diagnostic, and Treatment (EPSDT) service is Medicaid’s comprehensive and preventive child health program for individuals under the age of 21. EPSDT was defined by law as part of the Omnibus Budget Reconciliation Act of 1989 (OBRA ‘89) legislation and includes periodic screening, vision, dental, and hearing services” (Centers for Medicare & Medicaid Services, n.d.).
