Gifted, Talented and High-Achieving Students and Their Gifted Education in Mexico

This chapter describes the emergence and the historical development of gifted education in Mexico. A review and a critical analysis of actual educational policies related to identification and intervention processes in this field is presented. To better understand social perceptions of the gifted, we distinguish between the concepts of gifted, talented and high-achieving students since these are often used interchangeably in Mexico. We analyse the relationship between the social perception of these students and the services and programs available for them. Research in this field is summarised and reviewed. We argue that gifted education in Mexico should be separated from special education, and that investment in and implementation of programs and provisions for this elite group of students must be considered as a vehicle of economic development and national security.
