This law was revised and passed in August 2002 during the 29th meeting of the Standing Committee of the Ninth National People’s Congress (NPC) and went into force on 1 October 2002. The details of the law are outlined in eight chapters: Chapter I, General Provisions; Chapter II, Water Resources Planning; Chapter III, Water Resources Development and Utilisation; Chapter IV, Protection of Water Resources, Waters and Water Projects; Chapter V, Water Resources Allocation and Conservation; Chapter 6, Water Dispute Handling and Law Enforcement Supervision and Inspection; Chapter VII, Legal Responsibility; and Chapter VIII, Supplementary Provisions. The law stipulates the development, utilisation, conservation, protection, prevention and control of water hazards, and functions of water resources. There are guidelines for urban and rural residents to properly utilise water and prevent wastage.
