Abstract

This chapter begins with a history of the development of bioethics in Brazil and the close relation, since its conception, with the persistent problems of public health found in the country. It also records the creation of the Journal Bioethics of the Federal Council of Medicine (1993), the foundation of the Brazilian Society of Bioethics – SBB (1995), and the deployment of the National Research Ethics Committee – CONEP – with the task of monitoring the development of human research in the country (1996). On the one hand, the magazine is already in its twentieth year of uninterrupted operation with three issues each year, the system proposed by CONEP has more than 600 Research Ethics Committees across the country, and SBB has held nine national congresses (one every 2 years), including the Sixth World Congress on Bioethics held in partnership with the International Association of Bioethics (IAB), in 2002, which was attended by 1,400 researchers from 62 countries. It also examines the importance of Brazil – together with other Latin American countries – in the discussion of the final text of the Universal Declaration on Bioethics and Human Rights of UNESCO (2005) and the influence of this document in the epistemology of bioethics developed in the country today. Besides presenting the Graduate Programs developed in the country in the levels of master and doctorate, it analyzes some specific proposals under study with its research lines: Intervention Bioethics, Bioethics of Protection, and Bioethics of the Liberation Theology.
