Definitions

Bureaucrats are appointed public officers with a certain degree of specialized knowledge. During their career progresses, their experience advances. This leads to a mass who administrate called specialist bureaucrats.

Introduction

As a rational organization model, the bureaucracy has rules for the basic qualifications of the organizational structure as well as employees. Bureaucrats, who are the agents of the bureaucratic mechanism in which the organizational structure is determined according to the hierarchical boundaries, also take place according to their expertise within this structure. The significance of this expertise has many aspects, one of which, it provides a certain degree of privilege to bureaucrats against politics. In this entry, bureaucrats as specialists are examined within the framework of expert identity and the significance and outcomes of specialization.
