Introduction
The concept of monitoring and evaluation (M&E) has emerged in the field of development admin-istration as a techniques of objective planning and project implementation. Monitoring and evalua-tion is an approach to understanding the planning and implementation of development projects for achieving the desired goals and targets. M&E are extremely effective tools for improving plan for-mulation and implementation, eliminating time and cost overruns, and discovering organizational physical, financial, technical, motivational and/or administrative inadequacies with a view to remove the obstacles as well as improving beneficiary satisfaction to the level of expected objectives.
