A form of aid governance in which municipalities send their public servants to help needy municipalities affected by a disaster.

Japan is arguably one of the most disaster-prone countries in the world, a place where national and subnational governments jointly manage a range of natural disasters such as earthquakes, tsunamis, and floods with divided responsibilities. The subnational governments consist of 47 prefectures and 1,741 municipalities (that is, cities, towns, villages, or Tokyo districts). Municipalities in particular play important roles in providing frontline services during an emergency response, and during the recovery and reconstruction stage.
