Definition

Leadership stands as one of the key success factors in achieving growth at urban and regional levels (OECD 2010), while strong and focused leadership contributes to the success of places (Beer and Clower 2014). Furthermore, dedicated leadership contributes to an efficient governance system and impacts the motivation and commitment of stakeholders, who are indispensable in transforming places, organizations, and capabilities (Trickett and Lee 2010). These transformations lead cities and regions to become resilient in adapting to social, economic, and environmental changes (Hegyi 2020). This publication presents results of a 2020 survey on the impact and interdependence of leadership on governance systems, stakeholders’ involvement, and monitoring and evaluation linked to research and innovation strategies of Smart Specialization.
