Abstract
This entry reviews the performance of state-owned enterprises (SOEs) in both developed and developing countries, comparing performance with private sector counterparts in the same or other jurisdictions and their own performance before and after privatization. It then reviews alternative privatization modalities, including voucher privatizations, management buyouts (MBOs), privatization through the sale of state property by direct sale or public offerings, and partial privatization. It then reviews alternative reform strategies, including management contracts, performance contracts, policies to increase competition in sectors dominated by state-owned enterprises, and public-private partnerships (PPPs).
