The OSCE is a pan-European security organization of 57 participating states. It has been recognized under the UN Charter as a primary instrument in its region for early warning, conflict prevention, crisis management and post-conflict rehabilitation.

Origin. Initiatives from both NATO and the Warsaw Pact culminated in the first summit Conference on Security and Co-operation in Europe (CSCE) attended by heads of state and government in Helsinki on 30 July–1 Aug. 1975. It adopted the Helsinki Final Act laying down ten principles governing the behaviour of States towards their citizens and each other, concerning human rights, self-determination and the interrelations of the participant states. The CSCE was to serve as a multilateral forum for dialogue and negotiations between East and West.

The Helsinki Final Act comprised three main sections: 1) politico-military aspects of security: principles guiding relations between and among participating States and military confidence-building measures; 2) co-operation in the fields of economics, science and technology and the environment; 3) co-operation in humanitarian and other fields.

From CSCE to OSCE. The Paris Summit of Nov. 1990 set the CSCE on a new course. In the Charter of Paris for a New Europe, the CSCE was called upon to contribute to managing the historic change in Europe and respond to the new challenges of the post-Cold War period. At the meeting, members of NATO and the Warsaw Pact signed an important Treaty on Conventional Armed Forces in Europe (CFE) and a declaration that they were ‘no longer adversaries’ and did not intend to ‘use force against the territorial integrity or political independence of any state’. All 34 participants adopted the Vienna Document comprising Confidence and Security-Building Measures (CSBMs), which pertain to the exchange of military information, verification of military installations, objection to unusual military activities etc., and signed the Charter of Paris. The Charter sets out principles of human rights, democracy and the rule of law to which all the signatories undertake to adhere, and lays down the basis for East-West co-operation and other future action. The 1994 Budapest Summit recognized that the CSCE was no longer a conference and on 1 Jan. 1995 the CSCE changed its name to the Organization for Security and Co-operation in Europe (OSCE).

Partners for co-operation: Afghanistan, Algeria, Australia, Egypt, Israel, Japan, Jordan, South Korea, Morocco, Thailand and Tunisia.

Organization. The OSCE’s regular body for political consultation and decision-making is the Permanent Council. Its members, the Permanent Representatives of the OSCE participating States, meet weekly in the Hofburg Congress Center in Vienna to discuss and take decisions on all issues pertinent to the OSCE. The Forum for Security Co-operation (FSC), which deals with arms control and confidence- and security-building measures, also meets weekly in Vienna. Summits—periodic meetings of Heads of State or Government of OSCE participating States—set priorities and provide orientation at the highest political level. In the years between these summits, decision-making and governing power lies with the Ministerial Council, which is made up of the Foreign Ministers of the OSCE participating States. In addition, a Senior Council also meets once a year in special session as the Economic Forum. The Chairman-in-Office has overall responsibility for executive action and agenda-setting. The Chair rotates annually. The Secretary-General acts as representative of the Chairman-in-Office and manages OSCE structures and operations.

The Secretariat is based in Vienna and includes a Conflict Prevention Centre which provides operational support for OSCE field missions. The OSCE employs about 3,500 staff, including some 2,900 in its field operations.

The Office for Democratic Institutions and Human Rights is located in Warsaw. It is active in monitoring elections and developing national electoral and human rights institutions, providing technical assistance to national legal institutions, and promoting the development of the rule of law and civil society.

The Office of the Representative on Freedom of the Media is located in Vienna. Its main function is to observe relevant media developments in OSCE participating States with a view to providing an early warning on violations of freedom of expression.

The Office of the High Commissioner on National Minorities is located in The Hague. Its function is to identify and seek early resolution of ethnic tensions that might endanger peace, stability or friendly relations between the participating States of the OSCE.
