Übersicht zur Forschung über den Vollzug und die Herstellung professioneller Urteile

Zusammenfassung

Die Urteilsbildung ist ein zentraler Modus professioneller Sozialer Arbeit. Fachkräfte sind nur dadurch handlungsfähig, dass sie trotz einer oftmals unklaren Informationslage und unzureichender Ressourcen, Situationen beurteilen und Prognosen erstellen um dadurch zu Handlungsentscheidungen zu gelangen. Allerdings fehlt es an Wissen darüber, wie Fachkräften dies im praktischen Vollzug gelingt. In der Urteils- und Entscheidungsforschung finden sich zumeist Ansätze, die von einer Idee „idealer“ Urteilsfindung ausgehen und daran gemessen der professionellen Praxis ihre Fehlleistungen aufzeigen. Dieser Beitrag gibt am Beispiel des Kinderschutzes einen Überblick bisheriger Forschungen zur Urteilsbildung in der Sozialen Arbeit und anderer Professionen und bietet eine Systematisierung des aktuellen Wissensstand darüber, wie Fachkräfte Urteile fällen und zu Entscheidungen in einer von paradoxalen Anforderungen und kontingenten Bedingungen geprägten Praxis gelangen. Dabei zeigen sich einige Hinweise auf Forschungsdesiderate, wie etwa der Anteil der Adressat_innen an der Produktion fachlicher Urteile oder aber die Relevanz des ersten Hausbesuches auf Risikourteile im Kinderschutz die weiterer empirischer Vergewisserungen bedürfen. Der Beitrag zeigt zudem den Nutzen eines ethnomethodologischen Zugangs für die Erforschung professioneller Urteilspraxis.

Abstract

Judgement is a key mode of professional social work. Professionals are only capable of acting by assessing situations and making predictions to come to a decision about their actions despite of unclear information and insufficient resources. But there is little knowledge about how professionals achieve this task in daily practice. In decision making research there are theories that base on the idea of an ideal judgement. From this point of view they show professionals biases in their daily work. The article systemizes the actual state of knowledge about how professionals come to their decisions in a practice characterized by paradox demands and contingent conditions using the example of child protection. Furthermore there are related research gaps shown and the benefit of an ethnomethodological approach.

  1. Der hier verwandte Begriff der Urteilsbildung unterscheidet nicht zwischen Urteil und Entscheidung. In der internationalen Literatur werden die Begriffe judgement und decision-making zumeist synonym verwendet, so auch in den hier diskutierten Studien. Differenzierungen wie bei Taylor (2012), in denen Urteile als kognitives Abwägen vorliegender Informationen zur Erlangung der günstigsten Handlungsoption und Entscheidungen als die individuelle oder kollektive Wahl zwischen zwei oder mehreren Handlungsalternativen zu verstehen sind, sind für die hier verfolgte Frage nach dem Vollzug von Urteilen irrelevant.

  2. Bohnsacks dokumentarische Methode ist an eine ethnomethodologische Orientierung anschlussfähig. Garfinkel greift, wie Bohnsack, die Überlegungen Mannheims zur dokumentarischen Methode auf. Garfinkel übernimmt vor allem die Idee, dass bei der alltäglichen Interpretation Äußerungen von den Interpret_innen als Dokument von bzw. Hinweis auf ein zugrundeliegendes Muster angesehen werden (vgl. Garfinkel 1980). Bohnsack wirft allerdings der Ethnomethodologie vor, das Programm Mannheims nur „zur Hälfte“ eingelöst zu haben, da sie nur einen Zugang zu den formalen Strukturen der Handlungspraxis biete nicht aber zum handlungsleitenden Wissen, das diese Praxis strukturiert (vgl. Bohnsack 2007; Bohnsack et al. 2013).
