Dit artikel richt zich op de ontwikkeling van het sociale zekerheidsstelsel in Duitsland en op het functioneren van dit stelsel in de huidige vorm, met name met betrekking tot ziekteverzuim en arbeidsongeschiktheid. Duitsland kent sinds 1260 een systeem van sociale zekerheid voor mijnwerkers en hun nabestaanden. Dit stelsel, de ‘Knappschaften’, had aanvankelijk het karakter van wederzijdse hulp. Vooral in de mijnbouw, maar later ook in andere sectoren hadden arbeiders onderlinge kassen voor hulp bij ziekte, invaliditeit of dood. Pas halverwege de negentiende eeuw, toen de sociale schade van de industrialisatie duidelijk zichtbaar werd, is dit stelsel geformaliseerd. Bedrijfsongevallen en beroepsziekten leidden in veel gevallen tot inkomensverlies en grote armoede. In 1854 werd de ‘Pruisische Knappschaftsgesetz’ ingevoerd voor mijnwerkers in Pruisen. Drie decennia later introduceerde Bismarck een samenhangend sociale zekerheidsstelsel dat gold voor het gehele Duitse keizerrijk. Dit stelsel berustte op drie pijlers: de Ziekteverzekering (1883), de Ongevallenverzekering (1884) en de Invaliditeitsverzekering (1889) die ook een pensioenvoorziening bood. Sindsdien zijn de genoemde regelingen geregeld aangepast en gemoderniseerd, maar in grote lijnen is het oorspronkelijk ontwerp van Bismarck nog goed herkenbaar.
Abstract
Social security in case of sick leave and disability in Germany, in historical perspective
This article focuses on the development of a social security system in Germany and on the functioning of this system in its present form, in particular in relation to absenteeism and work disability. Germany has a social security system for miners and their families since 1260. This system, the "Knappschaften", initially had the character of mutual aid. Especially in the mining industry, but later also in other sectors, workers had small, mutual insurance funds for financial help with sickness, disability or death. It was only half into the nineteenth century - the social damage of the industrialization was now clearly visible - when this system was formalized in laws. Industrial accidents and occupational diseases led in many cases to income loss and extreme poverty. In 1854 the "Prussian Knappschaftsgesetz" came into force for miners in Prussia. Three decades later, Bismarck applied a comprehensive social-security system to the entire German Empire. This system was based on three pillars: the Sickness insurance (1883), the Accident insurance (1884) and the Disability insurance (1889) which also offers an old-age pension. Since then these legislations have been adapted and modernized, but as yet, the original design of Bismarck is still recognizable.
