Our Most Trusted Friend and Ally: Friendship in the U.S.-Israeli Relations. An Analysis of Congressional Debates During the Gaza-War 2014

Zusammenfassung

Die Beziehungen zwischen den USA und Israel werden als besonders eng und freundschaftlich charakterisiert. Der Begriff der special relationship ist als analytische Kategorie jedoch zu dünn, um die Spezifik der freundschaftlichen Beziehungen erfassen zu können. Im vorliegenden Artikel wird daher ein analytisches Konzept der Freundschaft in den Internationalen Beziehungen entwickelt, das die besonderen kognitiven, emotionalen und handlungsorientierenden Dimensionen erfasst. Am Fallbeispiel des Gaza-Krieges aus dem Jahr 2014 wird gezeigt, wie das Deutungsmuster der Freundschaft in den Debatten des Kongresses reproduziert wurde und damit Identifikation und Empathie mit Israel ermöglicht und die Unterstützung Israels, als im Interesse der USA liegend und zugleich als moralische Pflicht, nahegelegt wurden.

Abstract

U.S.-Israeli bonds are frequently characterised as particularly close and friendly. Yet the analytical approach of the special relationship commonly applied to the ties between both states remains too minimalistic and thin to capture the differences between mere allies and friends. The article therefore introduces an analytical concept of friendship which comprises cognitive and emotional dimensions and its effects on courses of action. In the empirical section the analysis of the congressional debate revolving around the Gaza war in the summer of 2014 demonstrates how the topos of friendship was actualised, identification and empathy with Israel was elicited and support for Israel framed as being in the interest of the U.S. and a moral duty at the same time.

Kupchan (2010) argumentieren, dass rationalistische Ansätze zwar durchaus den ersten Schritt auf dem Weg zu Sicherheitsgemeinschaften erklären können, dass die Stabilität solcher Gemeinschaften jedoch nur dann zu erklären ist, wenn Bindungen entstehen, die eine Transformation der Beziehungen beinhalten. Auch Yaacov Bar-Siman-Tov (1998, S. 232) verweist darauf, dass strategische und materielle Interessen die Bedingung für die Entwicklung der besonderen Beziehungen zwischen Israel und den USA darstellen.
