Zusammenfassung

Die Entwicklungen in Italien bis zum Vertrag von Maastricht 1992 zeigen, dass das Land aufgrund des wirtschaftlichen Integrationsprozesses einem komplexen Zwei-Ebenen-Spiel ausgesetzt ist. Die ungelösten Kernprobleme des Landes führten durch die neuen Rahmenbedingungen des EWS-Vertrages zum exorbitanten Anstieg der Staatsverschuldung. Das Schuldenproblem wurde schließlich während und nach Maastricht zum entscheidenden Faktor sowohl auf dem europäischen als auch dem innenpolitischen Spielbrett. Berlusconi verstand es bei seiner Regierungsübernahme 1994, das außer Kontrolle geratene Spiel in ein gewisses Gleichgewicht zu bringen, das durch die Eurokrise jedoch zunehmend ins Wanken gerät.

Abstract

The developments in Italy until the Treaty of Maastricht in 1992 show that the process of economic integration exposes the country to a complex two-level game. In the context of the new framework provided by the EMS, the unresolved problems of the country led to an exorbitant increase of public debt. Consequently, the debt problem turned into the crucial factor on the European and national game boards before as well as after Maastricht. When Berlusconi took office in 1994, he managed to bring the game, which was by then out of control, into a certain equilibrium. The euro crisis, however, increasingly threatens to disrupt this precarious equilibrium.

  1. Makroökonomischer Autonomie, auch wenn das Mundell-Fleming-Modell streng genommen nur von geldpolitischer Autonomie spricht. Der Grad, zudem andere makroökonomische Instrumente von einer Währungsunion betroffen sind ist jedoch durchaus umstritten.
