Gender Equity Education Act in Taiwan: influences on the school community

Abstract

In 2004, the Taiwanese government enacted the Gender Equity Education Act (GEEA) to address the increasing number of gender inequity incidents on school campuses. The purpose of this qualitative study was to examine faculty and staff's perception of the implementation of GEEA and its influence on the school community. Results indicated that the intersection of values and power dynamics influenced school climates, social interactions, marginalization, and how and to what extent the policy was implemented. Prevention education and guidance teachers’ unique role in administering the GEEA and the conflicts therein are discussed. Recommendations and directions for future research are provided.

Résumé

Loi sur l’éducation à l’égalité entre les sexes à Taiwan: Les influences sur la communauté scolaire En 2004, le gouvernement taïwanais a promulgué la Loi sur l’éducation à l’égalité entre les sexes (Gender Equity Education Act; GEEA) pour faire face au nombre croissant d’inégalités entre les sexes sur les campus scolaires. L’objectif de cette étude qualitative était d’examiner la perception de la Faculté ainsi que de son personnel de la mise en œuvre de GEEA et de son influence sur la communauté scolaire. Les résultats ont montré que l’intersection des valeurs et des dynamiques de pouvoir influençait le climat scolaire, les interactions sociales, la marginalisation, et comment et dans quelle mesure la politique était mise en œuvre. Le rôle unique des enseignants chargés de l’éducation préventive et de l’orientation dans la gestion du GEEA et des conflits est discuté. Des recommandations et des directions pour de futures recherches sont données.

Zusammenfassung

Gendergerechtes Bildungsgesetz in Taiwan: Der Einfluss der Schulgemeinschaft Im Jahr 2004 wurde in Taiwan ein Gesetz zur Genderegerechten Bildung (GEEA) in Kraft gesetzt, um der steigenden Anzahl an genderungerechten Vorfälle an Schulen Rechnung zu tragen. Ziel der vorliegenden Studie war es, die Wahrnehmung der Mitarbeitenden in Bezug auf GEEA und dessen Einfluss auf die Schulgemeinschaft zu erfassen. Die Ergebnisse weisen darauf hin, dass die Verbindung von Werte- und Machtdynamiken das Schulklima, soziale Interaktionen und Marginalisierung beeinflusst, sowie das Ausmass, in welchem das Gesetzt implementiert wurde. Prävention durch Bildung, die einzigartige Rolle der Lehrer in der Umsetzung von GEEA und die daraus entstehenden Konflikte werden diskutiert. Empfehlungen und Hinweise für zukünftige Forschung werden ausgesprochen.

Resumen

Decreto de educación para la equidad de género en Taiwan: Las influencias en la comunidad escolar En 2004, el gobierno taiwanés promulgó el Decreto de educación para la equidad de género (GEEA) para atajar el incremento del número de incidentes de injusticias de género en los campus escolares. El propósito de este estudio cualitativo fue examinar la percepción del profesorado y del personal administrativo sobre la aplicación del GEEA y su influencia en la comunidad escolar. Los resultados indicaron que la intersección de valores y dinámicas de poder influenciaron los climas escolares, las interacciones sociales, la marginación y como y en que medida la política fue aplicada. La educación preventiva y la orientación del rol del profesorado en la administración del GEEA y los conflictos al respecto son tratados. Finalmente se proponen recomendaciones y directrices para futures investigaaciones.
