A right of petition (derecho de petición), the fundamental right established in article 23 of the Colombian Constitution, grants everyone the right to receive a swift answer when requesting public documents from the Colombian authorities.
The Andean Community, officially known as the Andean Parliament was created through the Parliament Constitutive Treaty of 1979. In 1996, the Cartagena Treaty gave it supranational functions as a body for political control in the Andean Integration System. Members of this Community are Bolivia, Colombia, Ecuador, Peru and Chile.

In 2012, through law 1518 Colombia also attempted to subscribe to the UPOV-91 Convention. However, this law was declared unconstitutional due to the lack of prior consultation with Colombian ethnic communities.
