Hebe Vessuri (Venezuela) Anthropologist. B.Litt. and D.Phil. Oxoniensis, researcher at the Instituto Venezolano de Investigaciones Científicas, where she heads the Departamento Estudio de la Ciencia. Has taught and done research at universities in Argentina, Brazil, Canada and Venezuela and has consulting experience with several domestic, regional and international agencies. Her interests include sociology, the history of Latin American science in the twentieth century, science policy and anthropological theory. Belongs to eight editorial committees of international scholarly journals and is the author of more than 100 academic publications.

This paper highlights some of the problems, issues and recommendations that were discussed during the regional conferences and expert consultations held in preparation for the World Conference on Higher Education in the Twenty-first Century: Vision and Action, to be held at UNESCO, Paris, 5–9 October 1998, and draws heavily on the rich documentation produced. The references given below indicate the main sources used.
