Zusammenfassung

Anreize und Hemmnisse für internationale Wanderungen. - Der Aufsatz behandelt kurz die Ursachen und ausführlich die Folgen von Hemmnissen für internationale Wanderungen. Da die Auswanderung wesentlich weniger behindert wird, beschäftigt sich der Artikel vorwiegend mit Einwanderungsbeschränkungen, die ein “natürlicher” Bestandteil nationaler Souveränität zu sein scheinen. Nichtsdestoweniger beruhen derartige Beschränkungen häufig auf ökonomischen Motiven. Die Auswirkungen einiger spezifischer Restriktionen auf die wirtschaftliche Effizienz und Wohlfahrt werden auf der Grundlage von Modellen besprochen, die bereits Bestandteil der Literatur sind.

Résumé

Incitations et désincitations: migration internationale. - L’article s’occupe brèvement des causes et plus extensivement des conséquences qui résultent des restrictions et des désincitations qui freinent la migration internationale. Parce que l’émigration est plus moins restreinte, l’article s’occupe principalement des restrictions d’immigration qui semblent étre un attribut «naturel» de la souveraineté nationale. Cependant elles sont souvent le résultat d’une motivation économique. Les conséquences des différentes restrictions spécifiques pour l’efficacité économique et le bien-étre sont discutées sur la base des modèles déjá présentés dans la littérature.

Resumen

Incentivos y desincentivos: la migration internacional. - Este trabajo trata brevemente las causas y, más extensamente, las consecuencias de restricciones y desincentivos que afectan la migration international. Dado que la emigration suele ser menos restringida, el articulo se concentra especialmente en las restricciones a la inmigraciön que parecen ser un atributo «natural» de la soberania nacional. Sin embargo, a menudo persiguen objetivos económicos. Se discuten las consecuencias de varias restricciones especfficas para la eficiencia económica y el bienestar, partiendo de modelos existentes en la literatura.
