This paper, originally presented at the Annual Convention of the Association for Educational Communications and Technology, Houston, TX, February 10–14, 1999, was inspired by the work of the Learning Without Frontiers coordination unit (LWF) in UNESCO, the United Nations Educational, Scientific and Cultural Organization.
