This paper has two parts: the first is an adaptation of one written and distributed in 1954 as a RAND Research Memorandum, the second supplements it on the basis of some lectures given at the University of Basel in 1960 and at Princeton in 1964. The topic is a large one that continues to trouble my mind. There are here many important questions, some of which I hope I have put in such a form that also others will be induced to take them up.
