Abstract

Threshold Analysis has become an Important planning tool in the general planning process related to urban development in Europe. In this paper, the procedures of Threshold Analysis are examined and several possible applications are considered within a general framework of urban development. Finally, Threshold Analysis is evaluated and found to have a number of serious shortcomings as an independent planning tool. Its main contribution to the urban development process is shown to be its insights into aspects of the optimal time-cost sequence of land development.
