Abstract
The aim of this chapter is to analyse the main features of the French municipal waste regime. Our object of study will be limited to household waste, which is by far the main category of municipal waste.2 French household waste policy has undergone important changes since 1992. Current legislation tends to promote valorisation3 modes and to limit elimination (landfilling, incineration without energy recovery). This new regime is led by a bottom-up approach. National authorities play a role of orientation, without specifying neither the valorisation techniques to use, nor precise targets to attain. In this approach, municipalities are responsible for the translation of general orientations into technical trajectories. The sum of each local decision regarding the adoption of valorisation techniques will, therefore, depend upon the achievement of national objectives. In such a situation, the set of rules and instruments put into place at the national level influences local decision making regarding technological adoption. The institutional conditions of technical adoption by decentralized agents is therefore at the centre of the stage (Defeuilley and Godard, 1997). Can we expect a least-cost implementation of national targets, based on an efficient combination of valorisation techniques? One main condition should be satisfied: decentralized agents have to face an institutional framework providing the right economic signals (Godard, 1997). In this chapter, we will see that this is not exactly the case.
