Abstract

Quality assurance and evaluations are two areas that have clearly attracted growing attention -- in both the private and the public sector -- over the past decade. In the case of commercial enterprises, heightened interest in evaluative follow-ups may be traced to a growing recognition of the reliability of components as a factor both for performance in production and for the quality of the product. Similar thinking has emerged in the public sector in response to various degrees of change in the direction of market and quasi-market systems. A prime example is public health care, where the application of various economic steering strategies have created a need for systems to ensure quality of services
