Abstract
Education is directed at teaching knowledge and skills to individuals. To the extent that individuals can utilise such knowledge and skills productively during their working lives, the completion of an educational course increases the productive capacity of the individuals concerned. Therefore education is generally seen, in economic approaches to the education system, as an investment in human capital which yields a return when it is utilised in the production process.
