Abstract
The question in the title is, of course, too general. We can consider answers from different points of view, and thus the above “can” is to be modifed with an “if”. The aspect to be dealt with in this study is actually one which, as we should properly expect, is most obvious with respect to the analysis of questions and answers: It is the question of when the answers to questions are acceptable, sensible or proper at least in the sense that the questioner does not have to check up on what question he has actually asked. In this sense, many answers which according to current question theories should be answers, are unfortunately such that they cannot be given as answers.
Nobody asks — politicians answer.
