Abstract
The purpose of this chapter is to examine the context of change at national, local and school levels and its impact on school leadership in three countries — Denmark, England and Scotland. These three countries are collaborating in an international research project entitled ‘Effective School Leadership in a Time of Change”. The chapter explores the global context for change and its relevance for these three European countries, culturally and historically distinct, but drawn together by common economic and political forces. It examines some of the findings emerging from that study and considers to what extent current literature on education management will enlighten and support effective leadership in a time of change and to what extent new questions are raised and new insights needed.
