Zusammenfassung

Nach dem Zweiten Weltkrieg schien sich allmählich die Auffassung durchzusetzen, dass der Erfolg der europäischen Integration auf die Einhegung, wenn nicht sogar die Überwindung des Nationalstaats hinausläuft. Dieses Verständnis der europäischen Integration prägte nicht nur die föderalistische Bewegung und die politische Praxis der hohen Behörde unter Jean Monnet, sondern auch die integrationstheoretische Perspektive des prozeduralen Föderalismus (Friedrich 1968) und Neo-Funktionalismus (Haas 1958, 1964). In den 1960er Jahren wurde die Annahme einer sukzessiven Vergemeinschaftung politischer Kompetenzen dann jedoch durch den Intergouvernementalismus in Frage gestellt. Die Beiträge von Stanley Hoffmann (1963, 1964a, 1964b, 1966), der in diesem Kapitel im Zentrum stehen wird, waren insofern bahnbrechend, als dieser erstmals eine realistisch inspirierte Theorie der europäischen Integration entwickelte. Die Grundaussage lautete dabei, dass die Nationalstaaten nach wie vor die zentralen Basiseinheiten der europäischen Integration darstellen und die Gemeinschaftspolitik vor allem durch die nationalen Regierungen bestimmt wird.
