Zusammenfassung
„We are all institutionalists now“. Mit diesem Satz beginnen Aspinwall und Schneider ihren Überblicksartikel zum „institutionalist turn“ in der Europaforschung (2000: 1). Der historische Institutionalismus ist Bestandteil dieses „Wendepunktes“ und hat seinen Ursprung in der US-amerikanischen vergleichenden Politik- und Systemforschung. Dort forderte man in den 1980er Jahren ein neues Verständnis von Institutionen ein (March/Olsen 1984, 1989). Im Gegensatz zum „alten“ Institutionalismus, der sich auf die Betrachtung formaler Staatsorganisation beschränkte und der Verbindung mit anderen institutionellen Formen keine Beachtung schenkte (Seibel 1997: 363), wurde der „neue“ Institutionalismus als ein Rahmenprogramm skizziert, das die wachsende Bedeutung von Institutionen im politischen und gesellschaftlichen Leben in der Analyse angemessener widerspiegeln sollte. Der Begriff der Institution umfasst folglich neben formalen Institutionen wie bürokratischen Agenturen, Legislativorganen oder Gerichtshöfen informelle Institutionen wie Routineverfahren und gesellschaftliche Praktiken. Institutionen sind auch normativer Natur, indem sie die Präferenzen und Identitäten von Individuen prägen (March/Olsen 1989: 16ff.). Sowohl verhaltenssteuernde als auch verhaltenslegitimierende Strukturen wie Symbolsysteme oder „mentale Landkarten“ („mental maps“) sind somit Bestandteil des weiten, neo-institutionalistischen Institutionenbegriffs.
