Zusammenfassung

Für eine juristische Betrachtungweise scheint die Abgrenzung formalisierten und nichtformalisierten Regierungshandelns relativ leicht. Formelles Regierungshandeln hat eine Basis in Rechtsnormen, ist instituionalisiert und unterliegt öffentlicher Kontrolle. Der Sozialwissenschaftler hingegen wird auch andere Formen regelhaften Handelns als formelles Regierungshandeln akzeptieren. Informelles Handeln ist fir ihn nicht mit dem Ruch des Illegalen umgeben. Im Gegenteil, aus der Organisationstheorie stammt die Einsicht, daß formalisiertes Handeln durch informelles Handeln ergänzt werden muß, um optimal wirksam zu werden.
