Abstract
One of the major issues concerning the future of governance in the European Union (EU) is the role of professional knowledge in the policy process. 1 So much so that the European Commission set up a working group on the democratisation of expertise (Liberatore 2001) in the context of the white paper on governance (European Commission 2001a). The white paper is a document which, according to the European Commission, will contribute to a substantial reform programme over the next few years or so (see also the work programme of the European Commission 200lb). As such, it is a high profile attempt of the European institutions to gain legitimacy and to make concrete proposals on a theme — EU governance — that so far has struck observers and citizens alike for its elusiveness.
