Zusammenfassung
Selten zuvor konnte die vergleichende Analyse von Verwaltungsreformen auf einen ähnlich reichhaltigen Fundus an empirischem Anschauungsmaterial zurückgreifen wie in den vergangenen beiden Jahrzehnten (zur vergleichenden Reformanalyse siehe vor allem Pollitt/Bouckaert 2000; darüber hinaus vgl. MaIler/Wright 1994; Naschold 1995, 1996; Olsen/Peters 1996; Flynn/Strehl 1996; Kickert 1997; Lane 1997; Peters/Savoie 1998; Verheijen/Coombes 1998; Naschold/Jann/Reichard 1999; Wollmann/Schröter 2000). So hat die anfangs der 80er Jahre ausgelöste Reformwelle inzwischen die meisten OECD-Staaten erfasst und zu weitreichendem Verwaltungswandel geführt (vgl. OECD 1995, Kettl 2000). Für das vorherrschende Maßnahmenbündel dieser so genannten „Staats- und Verwaltungsmodernisierung“ hat sich zudem ein deskriptiv-analytisches, zugleich aber auch normativ aufgeladenes Leitbild herausgeprägt, das unter der Überschrift „New Public Management“ den konzeptionellen Rahmen dieser Entwicklung absteckt (vgl. Hood 1991; Schedler/Proeller 2000; Naschold/Bogumil 2000; Lane 2000; Schröter/ Wollmann 2001 und Reichard/Röber in diesem Band).
