Zusammenfassung

Die Idee einer wirtschaftlichen und politischen Integration Europas erreichte unter dem Eindruck der verheerenden beiden Weltkriege des 20. Jahrhunderts in den 50er Jahren in den westeuropäischen Staaten große Akzeptanz. Sie wurde durch die gemeinsame Furcht vor der Bedrohung durch die UdSSR und den Warschauer Pakt bestärkt. Auch die Einbindung der Bundesrepublik Deutschland in die westliche Staatengemeinschaft war Anliegen der Gründungsväter der westeuropäischen Integration. Aufbauend auf dem Plan des französischen Außenministers Schuman (und Jean Monnets) von 1950, wurde 1951 der Vertrag über die Europäische Gemeinschaft für Kohle und Stahl (EGKS) — ein gemeinsamer Markt mit gemeinsamer Kontrolle und Bewirtschaftung der beiden Güter — von Frankreich, Italien, Deutschland und den Benelux-Staaten unterzeichnet: Für Kohle und Stahl trat am 23. Juli 1952 die Montanunion in Kraft, die institutionell aus der Hohen Behörde („Kommission“), der Gemeinsamen Versammlung („Quasi-Parlament“) und einem mit Richtlinien-und Legislativrechten ausgestatteten Ministerrat bestand. Diese institutionellen Konstruktionen finden sich im Grundsatz in der weiteren westeuropäischen Integration immer wieder.
