Abstract

In the current work presents a detailed survey of the state of the art of the elements that boost and hinder the study of the latest technologies in communication and information technologies and their derivations in Southern Europe. Also a first parallelism is drawn with the same studies in the economically developed countries and those which are called emerging. Finally, we present a table of dichotomy heuristic evaluation to evaluate the quality of those components that are called builders and destroyers of the college educational system, which has transited and is still transiting in our days, between the old and the new millennium.
