Politische Partizipation umfasst — salopp gesagt — alle Aktivitäten von Bürgern mit dem Ziel politische Entscheidungen zu beeinflussen.1 Dazu gehören nicht nur die Beteiligung an Wahlen, sondern auch Aktivitäten wie Unterschriften sammeln, Demonstrieren oder Boykottieren von Produkten. Politische Partizipation betrifft bestimmte Verhaltensweisen: Sich für Politik zu interessieren oder politische Fernsehsendungen anzuschauen sind hingegen keine Formen politischer Partizipation. Partizipation ist nicht nur erforderlich für demokratische Entscheidungsfindung, sondern bietet dem Bürger auch Entwicklungs- und Selbstverwirklichungsmöglichkeiten. Ohne politische Partizipation wäre eine Demokratie unvorstellbar, da sich Demokratie auf das Regieren durch die Bürger bezieht. Folglich kann Demokratie nicht ohne ein minimales Niveau politischer Partizipation existieren. Ein Mangel an politischer Partizipation ist für jede Demokratie destruktiv. Die Debatten über politische Partizipation betreffen das Ausmaß der Beteiligung — nicht die Notwendigkeit von Partizipation für die Lebensfähigkeit einer Demokratie. Wer Demokratie sagt, meint Partizipation.

Aus Gründen der besseren Lesbarkeit wird nicht durchgängig eine geschlechterneutrale Sprache verwendet. Begriffen und Bezeichnungen wie ‚Bürger‘ oder ‚Politiker‘ sind natürlich immer auch Frauen gemeint.
