Eine der Grundfragen der Governance-Forschung behandelt den Zusammenhang zwischen der institutionellen Struktur eines Governance-Systems einerseits und den Formen und Ergebnissen von Governance in diesem System andererseits. Hier geht es darum, ob bestimmte institutionelle Strukturen spezifische Auswirkungen auf Governance haben. Diese Frage hat besonderes Gewicht, weil es sich dabei um strukturelle Auswirkungen auf Governance handelt, die sich nicht ohne weiteres durch politische Akteure ändern lassen. Sie soll im Folgenden am Beispiel der Europäischen Union (EU) untersucht werden.
