Der Begriff des „Liberalen Intergouvemementalismus“ geht - mit dem Liberalismus und dem Realismus - eine zunächst paradox erscheinende Verbindung zweier Traditionslinien der Internationalen Beziehungen ein. Oft wurde der Ansatz, der von Andrew Moravcsik entwickelt wurde, dabei als Reformulierung intergouvernementaler Ansätze begriffen und in Abgrenzung zu „funktionalistischen“ Theorien eher dem „realistischen“ Strang des integrations-theoretischen Denkens zugeordnet. Freilich kann den Arbeiten Moravcsiks, der sich - wie wir sehen werden - der Weiterentwicklung einer liberalen Forschungsagenda verpflichtet sieht, kaum das (neo)realistische Label angeheftet werden. Gleichzeitig zählt der Liberale Intergouvernementalismus jedoch zu den explizit staats-zentrierten Ansätzen. Mit dem Realismus teilt er eine grundsätzliche Annahme: Im europäischen Integrationsprozess treten die Staaten nach außen als eine geschlossene Einheit auf. Ihre Regierungen sind die maßgeblichen Brückenkopfe, die zwischen innenpolitischer und internationaler Ebene vermitteln. Andere Akteure spielen - wenn überhaupt - nur eine untergeordnete, jedoch keine entscheidende Rolle. Zu Integrationsfortschritten kommt es also nur dann, wenn die Interessen der dominierenden Nationalstaaten konvergieren und über zwischenstaatliche Verhandlungen gemeinsame Regeln beschlossen werden, die wiederum den nationalstaatlichen Interessen nßtzen (Hoffmann 1964: 85).
