Staat und Demokratie in Europa

Zusammenfassung

Mit dem Ende des Ost-West-Gegensatzes endet auch das Internationale System, das sich im Gefolge der Oktoberrevolution, der Weltwirtschaftskrise der dreißiger Jahre und des Zweiten Weltkriegs herausgebildet hatte. Es war durch den Aufstieg der beiden Flügelmächte zu Supermächten gekennzeichnet, die nunmehr allein noch über die Attribute des überkommenen Nationalstaats verfügten, nämlich Außenpolitik als Gewährleistung ihrer äußeren Sicherheit selbständig durch Rüstung und Bündnispolitik bestimmen zu können. Für alle übrigen Staaten wurde zunehmend die politische und ökonomische internationale Verflechtung bedeutsam. In den Inhalten der Weltpolitik wurden wirtschaftliche und gesellschaftliche Fragen unter dem Schirm des Abschreckungssystems im Norden zunehmend wichtig.
