Die Politische Ökonomie der Arbeitslosigkeit

Zusammenfassung

Arbeitslosigkeit liegt vor, wenn eine Person, die für den Arbeitsmarkt zur Verfügung steht, eine zumutbare Beschäftigung sucht, sie aber nicht findet. Arbeitslosigkeit hat Folgen für die staatliche Politik, indem sie Aufgaben, Kosten und Probleme schafft. Zu den Aufgaben gehören beispielsweise die staatliche Arbeitsvermittlung und jene Maßnahmen, die im Rahmen der aktiven Arbeitsmarktpolitik Arbeitslose für neue Stellen qualifizieren. Bei den Kosten sind in erster Linie die Belastungen für staatliche Budgets zu nennen, die von den Zahlungen der Arbeitslosengelder herrühren. Zu den typischen politischen Problemen der Arbeitslosigkeit gehört die Differenz zwischen den Erwartungen der Bevölkerung in Demokratien an eine politisch bewirkte Vollbeschäftigung und der tatsächlichen Arbeitslosenquote. Da politische Parteien häufig mit dem Anspruch auftreten, die Beschäftigung zu regulieren, kann Arbeitslosigkeit auch als Politikversagen interpretiert und bei Wahlen entsprechend quittiert werden. Die Geschichte zeigt, dass unter spezifischen Voraussetzungen die Arbeitslosigkeit noch weit dramatischere Folgen haben kann: Die sozialen Folgen der Unterbeschäftigung und die mangelnde Abfederung durch eine großzügige Arbeitslosenunterstützung haben den Aufstieg des deutschen Nationalsozialismus wahrscheinlich begünstigt.
