Der Einfluss des Luxemburg-Prozesses auf die deutsche Arbeitsmarktpolitik

Zusammenfassung

Seit Mitte der 90er Jahre steht das Problem persistenter Massenarbeitslosigkeit in den Mitgliedstaaten der Europäischen Union weit oben auf der politischen Agenda. Mit der Aufnahme des Beschäftigungskapitels in den EG– Vertrag in Amsterdam hat die Europäische Gemeinschaft eine formale beschäftigungspolitische Dimension erhalten (zur Vorgeschichte vgl. Aust 1997; Goetschy 1999). Doch wurden in Amsterdam nicht nur die Tätigkeiten der Gemeinschaft auf ein neues Politikfeld erweitert; vielmehr wurde auch ein neuer politischer Prozess zur Koordinierung der mitgliedstaatlichen Politiken (Luxemburger Prozess) geschaffen, der den Kern der beschäftigungspolitischen Bestimmungen des EG-Vertrages darstellt. Seit dem Gipfel von Lissabon ist die mit dem Luxemburger Prozess eingeführte Koordinierungsmethode in modifizierter Form als „offene Methode der Koordinierung” auf eine Reihe weiterer Politikfelder ausgeweitet worden (vgl. Hodson/Maher 2001: 724–727).
