Zusammenfassung
Die Europawahl im Juni 2004 stellte eine beispiellose Möglichkeit für die Bürger des erweiterten Europa dar, ihre Repräsentanten für die einzige direkt gewählte transnationale Organisation der Welt zu bestimmen. Mit der EU-Erweiterung waren zehn neue Mitgliedstaaten dazugekommen, und 350 Millionen Bürger aus 25 Ländern waren zur Wahl der Abgeordneten des neuen Parlaments berechtigt (Brand, 2004a). In den 25 Ländern bewarben sich 14.670 Kandidaten für 732 Sitze mit einer Amtszeit von fünf Jahren. Obwohl das Europäische Parlament keinen besonderen direkten Einfluss hat, dient es als Kontrollinstrument für die anderen EU-Institutionen. Das Parlament spielt eine große Rolle beim Verbraucherschutz und bei Gesetzesvorhaben im Finanz- und Umweltsektor. Veränderungen des EU-Vertrages haben die Rolle des Parlaments in der Gesetzgebung im Laufe der Jahre gestärkt (Brand, 2004c).
