Abstract
El Niño Southern Oscillation (ENSO) phases affect Central American countries such as Belize, Guatemala, El Salvador, Honduras, Nicaragua, Costa Rica, and Panama. Understanding these countries’ vulnerabilities is crucial to reducing their risks. El Niño, as with other extreme hydrometeorological events, has a certain range of foreseeability. The national hydrometeorological systems and regional collaboration has played a role in prevention efforts. However, there are weaknesses that constrain the efficiency of preparedness initiatives.
