The theories, speculations, ideas, conjectures, propositions, and proposals set forth in the various chapters of this book add up to a clear message: radical upgrading in policymaking capacities is essential in order to reduce the probability of tragedies and to increase the probability of continuing human achievements in terms of evolving values.
