Vocational Guidance and Career Counselling in the European Union: Origins and Recent Trends

The present education and training policy of the European Union (EU) is based on two main lines of action. The first is the financial support granted by the EU programmes to promote trans-national exchange, mobility and co-operation projects involving the different actors in the education and training systems at national, regional and local level. The second is the creation of a co-operation area, after the European Summit in Lisbon in 2000, which will help member States to modernize their respective education and training systems. This is known as the Work Programme ‘Education and Training 2010’ (European Commission, 2006) and, as it is based on the open method of co-ordination, it implies consensus on various common strategic objectives and paths towards mutual learning and exchange of experience in a framework of co-operation between the member states.
