Walter Hallstein: The Forgotten European?

Abstract

At the beginning of 1958, Walter Hallstein, leaving his position as state secretary at the Foreign Office, was looking forward to the unique task and the challenge of translating the recently ratified EEC Treaty — with all of its objectives, conditions, instruments and procedures — into reality. As the founding president of the EEC Commission, he was to breathe economic and political life into the product of the Treaty authors.
