Abstract

Turkey entered the 1980s facing dire economic circumstances. Inflation was accelerating, unemployment was rising, shortages were common, and labor unrest had reached crisis proportions. Even worse, political violence was rampant and spreading throughout Turkey. Leading up to this had been six years of external shocks, macroeconomic mismanagement, and severe political/social instability.
